Is There Free NEMT Dispatch Software?
By Pulse | October 26, 2026 | 6 min read

Free NEMT software almost always means a free trial, not a free plan. The vendors that publish their prices charge from the first van.
You can run one or two vans on free everyday tools, but they leave out broker imports, audit-ready trip records and the HIPAA agreement a real platform signs.
THE SHORT ANSWER
Free tools work for one or two vans with private-pay riders. Once a broker sends you trips, you need a platform.
What Free Options Are Out There?
Free options come in four shapes. Each one covers part of the job, and none covers all of it.
Vendor Trials and Demos
A trial or demo shows you the full product before you pay. Pulse runs one demo on dummy data, built around your workflow. It is the only free way to test the parts built for NEMT, like broker imports and automatic assignment.
Broker Portals
Your brokers give you a portal to accept trips and update status. Those cost you nothing. The catch is that every broker has its own, and none of them runs your fleet or puts all your trips on one screen.
Spreadsheets
A shared sheet can hold a trip list, driver names and basic records for one or two vans. It falls apart as you grow, because every change gets typed by hand.
Map Apps
Free map apps give your drivers directions. They do not assign trips, log pickup and drop-off times against a trip, or send anything back to you.
Are Free Trials Really Free?
They are, as long as there is no card and no contract up front. Check both before you sign up.
Ask two more questions. Does the trial include broker connections, billing and the driver app, or only the dispatch screen? And how do you get your data out if you decide not to stay?
What About Open-Source Tools?
There are open-source routing tools out there. They are building blocks, not a finished platform.
You would need a developer to connect them to your brokers, your billing and a driver app, then keep it all running. You also still carry the HIPAA duties.
What Does Free NEMT Software Miss?

Free tools miss the parts that exist because of brokers and Medicaid. Those gaps feel small with two vans and painful with ten.
1 Broker trips coming in on their own
2 Automatic assignment and re-routing
3 A driver app with times and signatures
4 Standing orders that repeat themselves
5 Trip records ready for an audit
6 A signed HIPAA agreement
Every gap becomes work for someone, usually you. Records carry the most risk, because a Medicaid audit wants the full trip file.
Why Does the HIPAA Agreement Matter?
Any cloud service holding patient information for a healthcare business has to sign a business associate agreement. HHS says this applies to cloud services, not just to contractors you meet in person.
Before you type rider names, addresses and appointment times into a free tool, ask the provider if it will sign one. If the answer is no, that tool should not hold patient data. Pulse signs a Business Associate Agreement at onboarding, before your account is created.
When Can Free Actually Work?

Free works when you are starting out with one or two vans, mostly private-pay riders and no broker contracts yet. At that size a sheet and a phone keep up fine.
The case for free NEMT software runs out fast once any of this is true:
- You take trips from a broker portal
- You have more than one driver on a shift
- Will-calls come in every day
- You need records for a Medicaid audit
$968
Two hours a day on manual scheduling is 40 hours a month. At the median dispatcher wage of $24.20 an hour in federal wage data, that is about $968 of someone’s time.
There is no one to call, either. When free NEMT software breaks at 6 a.m., the person fixing it is you.
Use a Demo to Make the Real Decision
The most useful free NEMT software is a trial you actually use. Load real trips. Run a full day, start to finish. Ask your drivers what they think before it ends.
